Most homes use both an underground sump and an overhead tank. The underground tank stores a large volume from the mains, and a pump lifts water to the overhead tank, which then supplies the house by gravity.
Overhead tanks give gravity-fed pressure to taps and are easy to install on the roof. Capacity is limited by roof space and load, so they're sized to about a day's use.
Underground (sump) tanks hold larger volumes and buffer against supply cuts, but need a pump to lift water and careful construction to stay clean and watertight.
